A recent study conducted by the Organization for Economic Cooperation and Development ranked the United States 15 out of 23 industrialized countries in literacy and 21 in numeracy. In a new test of “problem-solving in technology-rich environments,” the U.S. ranked 17 out of 19. Most Americans would agree these rankings are troubling.
